CONTRACT FOR MODERNISATION OF NATIONAL ELECTORAL SYSTEM HAS BEEN SIGNED

The Commission on Elections of the Republic of the Philippines, COMELEC, and SAGEM have signed a contract worth 18 million dollars for the modernisation of the national electoral system, in view of the coming presidential elections to be held in May 2004. The system will be able to enrol 38 millions voters.

The system will be able to enrol 38 millions voters.

The main objectives of the project are:

The installation of around 2,000 fixed and mobile stations, allowing to acquire the voters' data throughout the territory. The processed items will include a photo, fingerprints, the signature and demographic data.

The constitution of a national data base that will prevent multiple enrolment.

The production, within a few months, of the electoral roll, showing the photo of each voter, to eliminate fraud. Several tens of million pages will thus be printed before the end of the year.

The system will be deployed throughout the whole Philippines territory –which includes around 1,700 islands. It is the first project of such large scale won by a French company in the Philippines after an international competition.

This contract confirms SAGEM's know-how in the implementation of biometrics-based electoral systems.
